NYS Clean Heat Programs

A brief overview of the major changes is included below:

• New fossil fuel equipment may not be installed with an eligible heat pump.
• A new Weatherized Tier is now effective, as of September 1, 2026.
• Customers can qualify through three pathways: (1) a "Post-2010 Build/Modern Home Pathway"; (2) a "Past Participation Pathway" and; (3) a "Performance Pathway". Please see the Program Manual for further details and incentive levels.
• Incentive levels have been updated to reflect new amounts, including incentives for weatherized and non-weatherized projects, new amounts for HPWH, and Limited-Time Offers for HPWH.
• The Program Administrators have updated definitions and eligibility scenarios for apartments, mixed-use buildings, secondary structures, bulk developments of new construction housing, and manufactured homes.
• Open loop systems will be considered for eligibility on a case-by-case basis in upstate service territories starting September 1, 2026. To submit a project for consideration, please inquire with your utility program administrator.
• The Program will require heat pump systems to be sized for the full load of the home. Electric resistance will be allowed only as a backup outside of normal operations through physical or digital controls. Previously, residential projects in Categories 2b, 3, and 4 were allowed to include electric resistance heating not to exceed 10% of BHL.
• Con Edison will implement an additional service adequacy check, effective September 1, 2026, when confirming customer eligibility on conedeligibility.com.
• New language has been added to describe the contractor allocation method used by Con Edison and National Grid.
